First: Open the update in new window and look for the “REPORT THIS PHOTO”, It’s located on your lower right hand side.

Once you click on that radio button, Facebook admin will be notified about this. And admins will be conducting series of investigation towards the photo and as well as the user who posted it, if found guilty, disciplinary action towards the user will be conducted.
